Your home is equpped with a Radio-Read meter. These meters transmits a signal every 16 seconds with various data: Current reading, whether there is water flowing in the meter, the water temperature, if there is a leak in the line, and other such information. This meter also stores the reading as of midnight on the last day of the month. We read meters from the street during the first few days of each month and then bill using that stored reading.
